This cooperative agreement funds public health organizations to rapidly mobilize and surge resources during significant public health emergencies. It establishes a roster of approved but unfunded applicants who can receive rapid funding to coordinate emergency operations, hire surge staff, and conduct needs assessments. The grant supports existing programs responding to emergencies and is activated when a public health emergency is declared or imminent.
Eligible applicants include state, local, tribal, and territorial public health organizations constitutionally empowered to protect community health. Local governments must serve large populations (counties with 2 million+ or cities with 400,000+), and tribal governments must be federally recognized
