This opportunity funds state and tribal child welfare agencies to replicate or culturally adapt evidence-based Kinship Navigator Programs rated by the Title IV-E Prevention Services Clearinghouse. Applicants must focus on either replicating an existing model or developing a tribal adaptation, maintaining core program components while aligning with tribal policies and culture. Priority is given to agencies new to operating Title IV-E Kinship Navigator Programs. Partnerships with Title IV-E agencies are required if the applicant is not one.
Eligible applicants include Native American tribal organizations and governments, state and local governments, nonprofits, public housing authorities, educational institutions, and for-profit organizations other than small businesses. Applicants not being Title IV-E agencies must partner with one. I
