This grant supports state and local governments, MPOs, and multijurisdictional entities in removing regulatory barriers to affordable housing. It funds efforts to enact or implement less restrictive zoning, land use, or permitting laws to increase affordable housing supply and reduce costs. Priority is given to projects serving low- and moderate-income households, especially in Opportunity Zones and rural communities, with a focus on expanding affordable homeownership.
Eligible applicants include state governments, county governments, city or township governments, metropolitan planning organizations, and multijurisdictional entities. Applicants must demonstrate commitment to removing barriers to affordable housing and serve low- and moderate-income households.
