Funds projects implementing sexual risk avoidance education that teaches voluntary abstinence from non-marital sexual activity. Targets youth in areas with high teen birth and STI rates. Programs must use medically accurate, evidence-based curricula promoting healthy decisions, self-regulation, and resisting sexual coercion and other risky behaviors.
