This program funds planning activities in rural communities to develop and sustain comprehensive systems addressing opioid misuse and related substance use disorders. It supports building partnerships, strengthening behavioral health workforce, and preparing for sustainable prevention, treatment, recovery, and supportive services. Funds cannot be used for direct service delivery and focus on addressing mental, behavioral, and social needs related to substance use.
