This program funds consortia of public and private nonprofit higher education institutions and educational agencies to implement pre-service and in-service professional development activities. Grants support projects that build educator capacity through collaborative efforts with State and local educational agencies.
Eligible applicants are public and state-controlled institutions of higher education, including consortia with State and local educational agencies.
