It aims to create scalable, adaptive, and resilient collectives of heterogeneous AI agents capable of autonomous, sustained long-term missions in contested environments, while ensuring human control and predictable, aligned collective behavior. This approach leverages principles of decentralized self-organization for robust global outcomes from simple local rules.
All responsible sources capable of satisfying the Government's needs may submit a proposal. Eligibility is broad and includes others as specified in the full announcement.
