This program funds housing rehabilitation, new construction, down payment assistance, and tenant-based rental assistance for low-income renters, homebuyers, and homeowners. Eligible applicants include local governments, Native American entities, and certified CHDOs. Funding is awarded on a first-come, first-served basis until funds are exhausted, supporting projects in state HOME-eligible jurisdictions and Tribal lands.
