This grant funds projects that design and demonstrate innovative governance, regulatory, financial, and policy models to enable scaling and wider deployment of EU Missions across territories in EU Member States and Associated countries. Projects should focus on place-based experimentation and innovation spaces, addressing systemic constraints and fostering multi-level governance and stakeholder engagement to create enabling environments for proven solutions to scale.
Eligible applicants include consortia led by local authorities in EU Member States and Associated countries. Projects must comply with Horizon Europe admissibility, eligibility, and evaluation conditions, including use of Copernicus/Galileo data if applicable.
