The HBCU Capital Financing Program offers low-cost capital financing or refinancing to eligible Historically Black Colleges and Universities. It supports infrastructure improvements including repair, renovation, and construction of classrooms, libraries, laboratories, dormitories, instructional equipment, and research instrumentation. Funding is provided through federal guarantees on bonds used for loans, enabling HBCUs to enhance their educational and research facilities.
Only eligible HBCUs designated by the Secretary of Education as Title III Part B institutions under the Higher Education Act of 1965 may borrow. Institutions must meet credit criteria including ability to repay debts and provide collateral.
