Provides grants for Tier 1 Emergency Cleanup and Abatement projects addressing pollution threats where no responsible parties exist. Eligible applicants include public agencies, tribal governments on the California Tribal Consultation List that are Disadvantaged Communities, not-for-profits serving DACs, and community water systems serving DACs. Funding is reimbursable and requires executed agreements. Projects over $500,000 need State Water Board approval.
