This opportunity funds Utah municipalities to create First Home Investment Zones that enable mixed-use, medium-density housing developments with affordability and owner-occupancy requirements. It supports capturing incremental tax revenue to finance infrastructure and requires compliance with density, affordability, and reporting standards to improve housing availability, affordability, and community connectivity.
Eligible applicants are municipalities in Utah. Proposals cannot overlap with certain zones like Housing and Transit Reinvestment Zones or Community Reinvestment Areas, and municipalities with high CRA fund reliance face limitations. New homes must not be permitted or zoned before FHIZ approval.
