This opportunity funds the management of the 2027 Donald M. Payne International Development Graduate Fellowship selection process. Activities include forming and training panels of Foreign Service Officers, conducting secure scoring and interviews, selecting up to 10 fellows, and managing onboarding transitions to advance U.S. foreign policy and international development priorities.
Eligible applicants include public and private institutions of higher education, nonprofits with or without 501(c)(3) status (excluding institutions of higher education), and for-profit organizations other than small businesses.
